What about "every single week"?
That is the best way.

true, I recruit year round. Hopefully, I'm able to sign a 1 or 2 good players in the early period, then spend the year setting the stage for the next year by going after quality JR players. Then after the season, I finish up my recruiting class. At a small school, sometimes I can "steal" a good player at this stage when the "big boys" use up their scholarships and a player they didn't sign suddenly becomes available.

Yes, recruiting all year round is the best way to go.
If I had to chose between those two, then I would have to go with In Season. If you wait until the end of the season to recruit players, then none of them will be interested in you and you won't sign anyone.
