When do people commit to your team. I've got some folks looking at my school at about 80% or so and I'm wondering if they just sign up or if you have to do something first. Secondly do you get more scholarships to use during the off season beyond the 2 (in my case) that I got for the in season recruiting?

You get a certain amount of scholarships per year. In the game, it depends on how many scholarship players you have on your team (I think it's like 10 or something). If 5 scholarship players graduate in a year, you'll probably have 5 scholarships to offer the next year. You can get more scholarships to use by cutting players who are on a scholarship (players who don't have a blue W sign in the top corner of their picture, meaning walk-on).
There's two signing periods per year, one during the season (usually 4-5 weeks into it) and one after the season is done (5 weeks long). Players are only allowed to sign with your team in that period. They'll usually only commit when you have them at 100%, or if its very late in the season and youre the only team on their "list".
To answer that specific question: no for your current year you only have two scholarships to offer and can't get any more for that year.

you have to contact them (phone, e-mail, visits) to get their interest up.
and you have to actually offer them a scholarship to get them to sign with you. They could be 99%, but if there's no scholarship offer, they won't join ur team.

Look we had a interesting post up here a little while ago about recruiting.Someone asked is it good to recruit players early.I told you guys at that time it was good to go after a person in their soph or Jr year of high school.That has just paid off for me.Why?As you know if you are following my legacy i just took over at Indiana.In my early signing period i signed 4 great players.Their info will be posted tommorrow.I sign the #3 best recruit class in the NCAA. With only 4 players signed.All of these players i was following while coaching at wisconsin.When i left they were sr's in high school and followed me to indiana.So,it does work to recruit early.you never know where you might go.That way you bring in great players on your first recruiting class.You don't have to wait two years for good players.

3 star world recruits are sometimes good bets. I got a 3 star guy in my career legacy and he really turned around my program.. (Grambling.) With world recruits, it's not the same as it is with regulars. You want to get someone who is interested in your school a little bit (maybe 40-50%), but someone who isn't sought after by any other schools. This can even happen with 4 or 5 star recruits if you get lucky. But if you call them every week and no one else is talking with them, there is a good chance you will get them unless a huge school jumps in and steals them at the last moment.
As for recruiting, the best way to get good recruits has nothing to do with what you do during the recruit season. Sure, it helps to contact them in their Jr year, but you basically have to have a good team or at least your coach has to be good. You have to have something they want... if you don't it doesn't matter what you do you won't get them. So, that's why I think going for 3 star world recruits early on in your career legacy is the best bet.

Just another question about a topic I do not get to understand, as I am not very expert in college hoops.
What's the meaning of the red and blue shirts players on your team? How does this work?

I think I know what your trying to ask afarruji. The red shirt next to a player means he is a "redshirt" player. In a nutshell it means, he can't play until next season, but will still have four years of eligibility. The blue icons next to a player (either a "W" or a "T") means that the player is either a walk-on (not a scholarship player...usually a terrible player) or a transfer (he will be eligible after sitting out a year). good job knox. If i had my stupid 360 i could look it up and see what he was really talking about. also on mine they have grey shirts (maybe that is what i am thinking of for blue), but that is people on your team that have already been reshirted.
