I've looked through a number of pages but found now answer.
Is APF2k8 going to be region free or released on PAL?

I doubt we'll ever get an answer. No one in charge of the decision to give us an answer seems to be interested in doing so on the official forums - most likely because they're not even here. It's all shockingly poor customer relations. You could try e-mailing 2K sports and asking them directly, but don't hold your breath for a reply.
