Every recruit in the game should not be rated, just the top 100 or so. I think there should be two prep recruiting services similar to rivals and scouts. They both put out top-10 list of the best recruits at each position after camps. They could also give you another 25-50 players to watch.
After that it's all on you and your staff to find players and evaluate them.

and one of the top 5 HS guys in the country should want to go to a very small team to lead and get high number and stuff

That is not realistic. 100 is too limited. I am a scout myself. 5 Stars(25), 4 Stars(26-100), and 3 Stars(100-250), 2 Stars(250-450), 1 Stars (450-800) is the most sound system to use. Most classes only have 25 5 Star prospects. College Hoops has 50-60. There has never been a class that talented. The rankings system used in the game is a bit overdone, but it is sound. I would like for 2K to sign a deal with either Rivals.com or Scout.com to actually use their ranking system for the prospects in the game.
