The Goldman's won a civil suit and OJ couldnt pay the judegement - all income owed to him in part or full HAS to go to the Goldman's by court order. No real news here.

He was found not guilty (different from innocent) in a criminal court, where you need to have beyond a reasonable doubt that it occurred.

In a civil court, you need a preponderance of evidence to be found guilty (ala, it's very likely that he did it). He was found guilty and ordered to pay a ton of money to Goldman's family. However, California (and also Florida) have laws preventing the seizure of assets to pay debts, and thus far he has avoided paying anyone anything.

That's the reason why OJ has to pay that - because he owes a ton of money and has been dodging paying it for some time. And since it's income, it goes straight to the money he owes.
