So if i'm ranked 100 and beat someone ranked 250, I will go down in the leaderboards. Are we using xbox live ranking or this tourneys leaderboard when talking about ranking. For example if I'm ranked 2500 on live and 80 on the tourney leaderboard which ranking comes into effect when scoring the winner or loser.

You need to read the previous sentence:

"The number of points earned and the Entrant rankings are calculated using a version of the ELO rating system in which the points awarded will depend on the quality of the competition. Entrants who play and beat others who are closely ranked will receive fewer points than when they play and beat others who are ranked significantly higher. Conversely, beating Entrants who are ranked lower will move the winning Entrants lower on the leader board. Thirty (30) Entrants from the Tournament will advance to the Finals to compete for prizes."

Basically, you will get points for any win but will get more if you beat a higher ranked opponent.
