Created Player Limit?

Is there really a limit to the number of created players you can make on the XBox 360? I have a full on created Cowboys team, and I was going to do another NFL team for next season, but I read you can only have 20 created players (I'd need 22 to keep both teams). Is it true you can only have 20 created players on the XBox 360? If so, any idea why???

Yeah, its 20, which is why I asked if I could have one actual legend in your mock NFL league so that I wouldn't have to gut my Raven's team. It was worth it.
