Leaderboards fixed?

Is the leaderboards fixed?

Do they go by mainly wins or people you play (rank)

I think they go by wins on the xbox360, ive heard not really sure. On the ps3 they go by wins against ranks. Moral of the story is the best players play on the ps3.
