I dont know what this means exactly in Legacy mode but It sounds awesome.
I know in the NBA it would mean NBDL, but in college would it mean you dont even start off as a coach for a real team but for an D II school or sumtin and work your way up?
Either way, the game will be great.

Well, first off, that is kind of a contradiction because the NCAA is an Amaetur Basketball League! Seriously though, what I think it has to do with is recruiting. I think it is referring to AAU and BCI leagues that High Schoolers play in and so on.

Eh I don't think it's that big a feature, not important to me. I don't like to waste too much time on recruiting and never liked the NBDL and all taht in NBA games.

They already had the various summer camps that you could choose to attend to learn your prospective recruits shots and game tendencies, and play against the other top recruits...did they eliminate that for this instead?...or just rename it?
