I'm guessing you are using a 360 (assuming) and if you are, then you need to have an XBL account that is active (AKA Gold Member). Silver Members will be able to see other players and such but will not have the premium features a gold member has paid for.
As for the PS3 people, I really can't say but I hear it should be easy.

I have an xbox and it tells me that I am restricted to do that, but I can still download rosters. I do have silver too
My guess is that you have insufficient memory
