I've created my third team for my third season(still haven't made it to Super Bowl yet), with Walter Payton as my #1 back.
I saw that he can do a scissor-kick(just as in real-life) by pulling the right-stick.
I can't seem to figure out what benefit it has when doing this move. Do I need to power it up first?

Yes, you need to power up 1st. In RL, I believe he used it as almost a set up move. A move to set the defender to up to get shook or juked or ran over. I also it can be used for defenders to misjudge how fast he's going.

it's great against diving tackles...and also even if you use it against a regular tackle he'll just spin off of it a lot of times

Sweetness is the best running back in this game hands down if you use him properly. He can catch, stiff arm, truck you, and break your ankles. And the scissor kick is the ultimate set up to those moves. And he is not that slow either. Plus he brings leadership to your team allowing them to play much better. The best back hands down.

Use the scissor kick to chain it to jukes, shoulder charges ect

Thanks all for the info. So I guess it's sort of like little stutter-step just before a big move, like Vince Young does so well.
