I believe Ronnie said there will be 3-4 Card Pack releases and the Legends will be near the end of that run unfortunately ...
It would have made more sense, IMO, if the Legends pack was released early, as now anyone who has been playiing for a while will get a windfall of cards - which kind of dilutes the accomplishment factor you get when you've acheived a particular goal
