Off-Ball Controls for PC?

I just can`t figure out how to turn on the Off-Ball Controls.
The Tutorial sugest I should press Button 4 in the Controler Setup
to get further Options. But nothing happens even if I press all Buttons.
The same goes for the Tutorial itself. I should press Button 7 to hide
the instructions, but nothing happens. It seems they messed up the menu
for the PC Version, I guess because it's just an import of the console version.
Can somebody help me please? (And yes I live in Germany, so my game came with a key code)

Go to user profiles on the main menu, and choose your profile. You can set it up there.

what book?! there's no book or manual for pc! and it is no good to choose player lock each time on profile! you may want to play with one player in a quarter and with another one in another quarter!

I figured it out, but I use a Logitech dual action controller.
I press B11 (Left analog stick) and then the off screen thing comes on, (set screen, get open shot w.e...)
Then you you use the D-pad to change to the char you want (normally, to do the pre-described action i.e. set the screen) however, then you press B6 (R1 if you think of it as PS2 controller) and then you become that player and you can roam around as him... while the PC takes over "your" original player...
