PC Front Office Manager Question

I'm about to go pick up my copy at the store and my question is. Can I create an online league and start with no players and have a fantasy draft? Can I just pick an team tha is empty and have other players do the same and we draft players?

I'd be curious to know where you picked up a copy. I can not find one anywhere in the 4th largest city in the US (Houston).
