10 Teams Making the Playoffs

I have a 16 team season going and we are narrowing in on the playoffs. I have it set so 10 teams make the playoffs. The only way I can see the teams evening out is the first round would actually be only the bottom 4 out of the 10 to make it, playing, while all others have a bye in a sense. Then the second round would be the 8 teams playing and so on ... Is this actually the way it goes?
